Background of Nijut Moina Scheme
The Hon'ble Finance Minister of Assam, during the presentation of the Annual Budget for the financial year 2024-25, announced in paragraph 31(I) of the Budget Speech 2024-25 that 10 lakh girls (Nijut Moina) will be provided financial assistance as an admission incentive. This initiative aims to help girls continue their education from Higher Secondary to Graduation and Post-Graduation levels.
Objectives of The Nijut Moina Scheme
The primary goal of the Nijut Moina Scheme is to encourage girls to pursue higher education and prevent early dropouts. The key objectives of the Mukhya Mantri Nijut Moina Scheme are:
1. To enhance the enrollment of female students in higher education institutions.
2. To raise the percentage of girls completing education beyond matriculation in Assam.
3. To reduce dropout rates among girl students.
4. To enhance the state's overall Gross Enrollment Ratio (GER).
5. To combat the social evil of child marriage.
Scope of Applicability
Financial assistance will be provided to girl students enrolled in Government and Venture (as per Annexure-A and Annexure-B) Educational Institutions. The incentive is applicable for students in Higher Secondary First Year, Graduation (B.A./B.Sc./B.Com) First Year, and Post-Graduation (M.A./M.Sc./M.Com/B.Ed.) First Year. Private institutions are excluded.
Beneficiaries must adhere to discipline and follow the rules set by their respective institutions. Misconduct, including ragging, vandalism, and cheating, will result in the withdrawal of benefits under the scheme.
Girls who receive scooters under the **Banikanta Kakati Award** (Pragyan Bharati Scheme) are not eligible for this scheme unless they opt out of receiving the scooter.
The Mobility Grant scheme for postgraduate students has now been integrated into the Nijut Moina Scheme. There will no longer be a separate Mobility Grant scheme.
Eligibility Criteria for Nijut Moina Scheme
1. The incentive is available to all eligible girl students domiciled in Assam, irrespective of their economic status.
2. Married girls are not eligible for the scheme, except for those enrolled in P.G. and B.Ed. courses.
3. In-service girls admitted to the B.Ed. course on deputation are not eligible.
4. Daughters of individuals holding positions as Ministers, Members of Parliament (MPs), and Members of the Legislative Assembly (MLAs) are not eligible for the scheme.
Financial Benefits: Nijut Moina Scheme
The scheme offers a monthly financial incentive to girl students in different educational levels:
Higher Secondary First Year: Eligible students will receive Rs. 1,000/- per month for up to 10 months, totaling Rs. 10,000/- per year.
Graduation First Year (B.A./B.Sc./B.Com): Eligible students will receive Rs. 1,250/- per month for up to 10 months, totaling Rs. 12,500/- per year.
Post-Graduation First Year (M.A./M.Sc./M.Com/B.Ed.): Eligible students will receive Rs. 2,500/- per month for up to 10 months, totaling Rs. 25,000/- per year.
No incentive will be provided during vacations longer than one month, and the scheme will not be active during June and July each year.
Application Process for the Nijut Moina Scheme
1. Students must fill out a prescribed application form and submit it to their respective institutions.
2. Registrars/Principals will verify and submit the data through the institution’s portal.
3. From the second year onward, a certificate from the head of the institution confirming the student’s continued enrollment will suffice, eliminating the need for a new application.
4. Heads of institutions must appoint one or two Nodal Teachers to oversee the implementation of the scheme.
Mode of Payment
The financial assistance is disbursed directly to the bank accounts of eligible students through the **Direct Benefit Transfer (DBT)** system, ensuring timely and transparent delivery of the incentives.
